The city is at a very particular moment in time. You have a new mayor. The region has a popular mandate to improve water quality. There is unprecedented enthusiasm for things having to do with watersheds and the Los Angeles River (pictured below at the 4th St. Bridge). These things mean a great opportunity for innovation. Make this site one that demonstrates creative and beautiful on-site storm water management. Take it one step further and collect all of the runoff from the neighborhood (about 160 acres), clean it, store it, re-use it for irrigation and some snazzy water features. Let the park amenities and a design for its urbaneness flow from addressing these overarching goals.
