Now that the spotlight has turned to the lack of qualifications of the clueless hacks at the top of FEMA, it's worth recalling the background of the guy who appointed them. George W. Bush is the poster boy for the failing-upward career path. If he could parlay inexperience, incompetence and connections right to the top, why not Michael Brown?
